Leading people on a journey that achieves meaningful, lasting change.

I work across technology, public service, and organisational transformation, helping people, systems, and services work better together to deliver better outcomes.

Robin Spencer

About

To lead people on a journey that achieves meaningful, lasting change.

I am a councillor and technology leader with 20 years of experience in technology, including the last five years leading people, technology, and ways of working change. That experience has given me a strong perspective on how to structure organisations to achieve the best possible outcomes.

I believe well-run public services can transform the lives of communities. For me, transformation is the cultural, people, and technology change needed to improve outcomes for residents. It is not about technology for its own sake, but about making services simpler, more resilient, and better for the people who rely on them.

I want a council that delivers for residents and one that the people who work for it are proud to be part of.

Key achievements

Examples of practical change delivered through public service and transformation leadership.

Public service

  • Worked with parish colleagues to secure funding to refurbish community spaces, including Timber Hill playground.
  • Led efforts to strengthen HMO enforcement and improve accountability in local services.
  • Supported residents opposing large, unsustainable developments in Harestone.

Transformation

  • Led technology restructuring to improve agility, strengthen capability, and support long-term organisational change.
  • Migrated ecommerce platforms to Azure, reducing downtime by 65% and enabling daily deployments.
  • Shifted budget and operating models to support innovation while reducing cloud spend by 30%.

People and resilience

  • Built and mentored high-performing engineering teams, improving morale and reducing cycle and lead times by a third.
  • Created a Zero Trust cybersecurity strategy to strengthen resilience and reduce risk.
  • Developed ethical and sustainable approaches to innovation, including responsible AI policy work.

Priorities

My priorities are residents, people, and transformation.

Residents

Services should be simpler to use, more consistent, and designed around the needs of the people who rely on them.

People

The people delivering services should feel valued, supported with the right tools, and given the skills they need to do their best work.

Transformation

Transformation means changing culture, technology, and ways of working to improve outcomes, keep services resilient, and maximise value for money.

Working style

How I lead and work with others.

What I value

  • Clear, structured communication.
  • Big-picture thinking linked to practical action.
  • Respectful challenge and thoughtful disagreement.
  • Systems and services designed around people.

How I work with others

  • I listen carefully and value knowledge from colleagues, staff, partners, and communities.
  • I focus on where I can add value directly and where others should lead with their expertise.
  • I believe leadership means bringing people with you through change, not imposing it on them.
  • I care about building supportive, high-performing teams with clarity and purpose.
